As part of the terms of the Habitat Expansion Agreement (HEA), the Steering Committee, consisting of representatives from the California Department of Water Resources (DWR) and Pacific Gas and Electric Company (PG&E), is responsible for developing a Habitat Expansion Plan (HEP) in consultation with the HEA signatories and directly affected stakeholders. The objective of the HEP is to identify a project or multiple projects that, when combined, will expand habitat to support an additional 2,000–3,000 adult spring-run Chinook salmon in the Sacramento River Basin.
